Rebecca Moore became the Director of Action on Empty Homes in December 2022. With several years of experience as a creative leader dedicated to positive social change, she has a diverse background in community-led projects, social enterprises, education and training, and the arts. Rebecca previously led a Creative People & Places project that increased cultural engagement in Norfolk and established an Enterprise Advisor network in Oxfordshire, connecting business and education leaders to inspire young people. She believes that empty homes offer insights into how we can improve housing policies and present a significant opportunity to quickly and sustainably create much-needed homes.

Chris Bailey
Director
Campaigns Manager

Chris joined Action on Empty Homes in November 2017. Chris currently leads a project looking at housing development in London and how this could deliver better for those in housing need. He also works on the impact of Airbnb and short lets in taking housing out of residential use and on the analysis and interpretation of national housing statistics.

Muhammad Uddin previously worked in housing for 17 years within the Social Housing and Private Sector Hosting. His most recent experience was with a local authority in Leicestershire, where he worked as an Empty Homes Officer, with a proven track record of successfully bringing 196 empty properties back into use.

Muhammad has experience dealing with all empty homes related issues within the private sector, working in partnership with home owners, carrying out property inspections for housing standards, HHSRS property inspections, and offering grants and property maintenance advice to property owners. Muhammad also managed acquisition with annual budget of £10m used to purchase empty properties and properties on the market in dealing with the Housing shortage councils are facing.
